    Biography

    Delia Ferri is a Professor of Law at Maynooth University and co-Director of the ALL Institute. She is also a member of the Maynooth University Social Sciences Institute (MUSSI), and a fellow of the Maynooth Centre for European and Eurasian Studies. She is an affiliated researcher at the Dirpolis Institute of Scuola Superiore Sant’Anna (Italy) within the research cluster on social rights, social inclusion and disability, and a fellow at the Burton Blatt Institute of Syracuse University (USA).
    Delia is also a member of the Royal Irish Academy (RIA) Ethics, Politics, Law and Philosophy Committee, having previously been a member of the RIA Standing Committee in International Affairs (2018-2022). In June 2023 Delia has been appointed as a member of the Scientific Committee of the Fundamental Rights Agency of the European Union.

    Delia joined the Department of Law in September 2014 as a lecturer. Before joining Maynooth University, Delia was Research Associate at the Centre for Disability Law and Policy of the National University of Ireland Galway and lectured at the Irish Centre for Human Rights. She also collaborated with the Faculty of Law of the University of Trento (Italy). In addition, between 2006 and 2014, she worked as of counsel for a law firm in Verona and carried out substantial activity as independent legal consultant for different NGOs, research centres and international law firms, such as Human European Consultancy B.V (The Netherlands), Konrad Stiftung Adenauer Foundation (Italy/Germany) European Foundation Centre (Belgium), Germann Avocats (Switzerland).

    Delia has published extensively in the fields of EU law and International, European and Comparative Disability Law. She has taken part into different academic research projects and policy-oriented studies. In December 2019, Delia has been awarded a prominent European Research Council (ERC) Consolidator grant of €2 million to undertake a research project entitled ‘Protecting the Right to Culture of Persons with Disabilities and Enhancing Cultural Diversity through European Union Law: Exploring New Paths’.

    She holds a J.D. (Laurea in Giurisprudenza) awarded 110/110 magna cum laude from the University of Verona School of Law (Italy), a LL.M. in International and European Business Law awarded First Class Honours with Distinction from Trinity College Dublin, a Doctorate in European and Italian Constitutional Law from the University of Verona (Italy), and a Postgraduate Diploma in Higher Education (PGDHE) from Maynooth University. Delia is also qualified attorney at law (Avvocato), enrolled at Verona Bar since 2008.


    Research Interests

    Dr. Ferri’s research interests are in the areas of EU Law, European Constitutional Law and Comparative Disability Law. 

    In 2019, Delia has been awarded a prominent European Research Council (ERC) Consolidator grant of €2 million to undertake a research project entitled ‘Protecting the Right to Culture of Persons with Disabilities and Enhancing Cultural Diversity through European Union Law: Exploring New Paths’.Delia is also co-investigator in the project SHAPES, led by the ALL Institute, as well as co-investigator in the project Rethinking Digital Copyright Law for a Culturally Diverse, Accessible, Creative Europe (ReCreating Europe), led by Scuola Superiore Sant'Anna Pisa, both funded by the European Commission under the Horizon 2020 programme.

    reCreating Europe: Rethinking digital copyright law for a culturally diverse, accessible, creative Europe PI Technologies enable unprecedented democratization of cultural practices and the production and use of IP. The creation of an effective system of sustainable norms for digital copyright is a major challenge due to four phenomena: copyright complexity, sidestepping, knowledge gap, and awareness gap. With its multi-disciplinary approach, bringing together researchers, practitioners and stakeholders, reCreating Europe will deliver ground-breaking contributions towards a clear understanding of what makes a regulatory framework that promotes culturally diverse production, and optimizes inclusiveaccess and consumption. First, reCreating Europe yields unprecedented cross-national maps of (i) multi-level regulatoryresponses that impact access to culture, cultural production, competitiveness of creative industries, and (ii) coping strategies of stakeholders vis-à-vis IPRs pitfalls and constraints. Second, it develops innovative qualitative and quantitative methods tomeasure the impact of digitization on the production and consumption of cultural goods and services. Changingintermediaries, specific creative communities, micro/SMEs and vulnerable users get special attention. Third, reCreatingEurope performs a legal and technological mapping and evaluation of TPMs and content-filtering algorithms, and theirimpact on cultural diversity, access to culture and the generation of cultural value. Last, it offers policy recommendations andbest practices, aimed at democratizing culture while reinforcing the sustainable development of rich and diverse cultural/creative industries. reCreating Europe’s unique comprehensive focus on five key groups of stakeholders -individual authorsand performers, creative industries, cultural and heritage institutions, intermediaries, end-users- allows it to assess needs along intertwined research patterns, while its multi-disciplinary innovative approach joins different methodologies within theframework of participatory research strategies. 01/01/2020 01/01/2023 249916

    Teaching Interests

    Delia lectures primarily in the fields of EU law and International and European Disability Law and, since 2017, acts as Director of the Postgraduate Research Programmes (Ph.D and M.Litt.) in Law.

    At Maynooth University, she also taught Contract Law, Competition and State Aid, and International Law at the UG level, as well as International Human Rights Law and EU external Relations Law at the PG level. She contributed to MU electives on ‘Good and Evil’ and 'Law and Society'.
