Why do countries fail to implement disaster plan recommendations?

Ireland established a ‘National Pandemic Influenza Expert Group’ in 1999 which published pandemic preparedness recommendations in 2002 and 2004, updated in 2008 and 2009, despite this when Covid-19 struck shortages of PPE and essential medicines and medical equipment arose. Germany ran two major pandemic planning exercises in 2007 and 2012. In Germany’s case failure to fully implement recommendations from these exercises led to high levels of sickness absence amongst health care personal as well as medication shortages.

Should countries bother to establish such groups and run such exercises when at the last moment ‘red lights are run’ and recommendations fail to be implemented?
