In October, the President convened the Council of State to decide whether or not to refer the Judicial Appointment Commissions Bill to the Supreme Court to test its constitutionality. For the first time in his Presidency, Michael D. Higgins decided to use the Article 26 procedure for this reason. In the lead in to this hearing, Dr. Donal Coffey of Maynooth University School of Law and Criminology joined Harry McGee of the Irish Times and Dr. Laura Cahillane of the University of Limerick on Oireachtas TV for a discussion about the Council of State hosted by Flor MacCarthy.
